El Dorado Casserole

2 lb Ground Beef
1/2 c  Onion,Chopped
1/2 t  Garlic Powder
8 oz Tomato Paste
8 oz Sour Cream
1 c  Cottage Cheese
16 oz Monterey Jack Cheese - Shredded
1 cn Green Chile,Chopped
1/2 c Salsa
1 package Low carb tortillas cut into strips

Cook beef until browned.  Drain.  Add onion, garlic powder and cook over low heat until the onion is clear.  Combine sour cream, cottage cheese, tomato paste and chiles.  Add meat mixture and 1/2 the Jack cheese and mix slightly.  Layer the meat mixture with the tortillas in a greased 13x9 pan. Cover with remaining cheese.  Bake at 350ºF for 60 minutes.  Serves 8.
